Drug, theft charges filed in Madison County

EDWARDSVILLE – Drug, cannabis and theft cases were among felony charges filed Tuesday by the Madison County State’s Attorney’s Office.

Isaiah L. Hammonds, 32, of Alton, was charged Sept. 6 with unlawful possession with intent to deliver controlled substance, a Class X felony; unlawful possession of cannabis with intent to deliver, a Class 2 felony; and aggravated fleeing or attempting to elude a police officer, a Class 4 felony.

The case was presented by the Alton Police Department.

According to court documents, on Sept. 3 Hammonds allegedly had 15 or more grams of MDMA/ecstasy, and more than 500 grams of cannabis, with intent to deliver. He also allegedly was driving a 2021 Jeep Grand Cherokee when he attempted to flee from an Alton police officer, reaching speeds in excess of 21 miles above the posted speed limit.

Bail was set at $100,000.

In an unrelated case, Joshua D. Bourbon, 36, of Shipman, was charged with unlawful possession of cannabis with intent to deliver, a Class 2 felony; unlawful possession of methamphetamine, a Class 3 felony; and aggravated fleeing or attempting to elude a police officer, a Class 4 felony.

The case was presented by the Madison County Sheriff’s Department.

According to court documents, on April 7 Bourbon allegedly had more than 500 grams of cannabis with the intent to deliver, and less than five grams of methamphetamine. On Aug. 22 he allegedly operated a motorcycle with no registration and attempted to flee from a Madison County sheriff’s deputy, reaching speeds in excess of 21 miles above the posted speed limit.

Bail was set at $50,000.

Other felony charges filed Sept. 6 include:

• Kaitlyn R. Hammett, 25, of St. Clair, Missouri, was charged with offenses relating to motor vehicles, a Class 2 felony; retail theft over $300, a class 3 felony; and unlawful possession of a controlled substance, a Class 4 felony. The case was presented by the Collinsville Police Department. According to court documents, on Sept. 4 Hammett allegedly had a 2012 Hyundi Tuscon and a number of items valued in excess of $300 from the Collinsville Walmart. She also allegedly had less than 15 grams of alprazolam. Bail was set at $100,000.

• Shawn A. Elmore, 41, of Alton, was charged with unlawful possession of a controlled substance, a Class 4 felony. The case was presented by the Alton Police Department. According to court documents, on Sept. 3 Elmore allegedly had less than 15 grams of cocaine. Bail was set at $20,000.

• Darryl Sims, 50, of St. James, Missouri, was charged with retail theft under $300 (second subsequent offense) a Class 4 felony. The case was presented by the Collinsville Police Department. According to court documents, on Sept. 2 Sims allegedly took clothing and a backpack valued at less than $300 from the Collinsville Walmart. He has a 2019 conviction for retail theft out of Madison County. Bail was set at $25,000.

• Isiah T. Sayles, 45, of East St. Louis, was charged with retail theft under $300 (second subsequent offense), a Class 4 felony. The case was presented by the Granite City Police Department. On Sept. 5 Sayles allegedly took packs of pork steaks and spare ribs, milk and charcoal valued at less than $300 from the Granite City Walmart. He has a 2016 conviction for retail theft under $300 out of Madison County. Bail was set at $15,000.
